Property extension and EPC rating

I plan to reconfigure and add an extension to one of my properties.

This is a victorian house with an EPC rating D and even with double glazing I still think I will need internal wall insulation to push it up to a C.

Do I need to use an approved contractor to do the job or would my builder be okay and would photographs of the work in progress be enough verification.
