Proof of handing over the LGSC to tenant

Hi All,
I'm sure many will have seen the article on the back page of yesterdays Telegraph Money section, which says you must be able to have photographic evidence of the Gas engineer actually handing over the tenant copy of the LGSC in order to be able to action such things as a section 21, otherwise you will be deemed not to have all correct information given to your tenant.
Never heard such a load of rubbish. I suspect, like an MOT its only accurate at the date and time of issue although lasts for a year. You cant blame a garage if the exhaust falls off the day after an MOT.
The engineers combustion analyser also must have date and time stamp to be valid.
