Energy bill rebate � landlords or tenants ?

I'm a landlord with a HMO whose rents include all bills. One of my tenants has been living there for 11 years. During this period her rent has only been increased twice and she is paying £430 per month including all bills whilst the current market rate for the same size room in the similar location is between £550 -£750. Ihave increased her rent already in April this year from £410 to £430.

She enquired about the energy bill rebate that the government announced in February and asked whether I intend pass on the rebate to the tenants.

At the moment, all tenants in this HMO are paying rents well below the current market rate and as a landlord I am bearing the burden of increased utility costs. I cannot increase their rent as I have done this already this year. However, the government is asking landlords to pass on the rebate to tenants whose rents include all bills.

What should I do?
