Access denied even though tenant is not living in the property and the property is empty! Help

My tenant from hell is not allowing me access even though she is living elsewhere and the property is empty of any possessions. The rent is unpaid and the property in a bad state. Can I gain entry for an inspection on the bases that the property is not being used? My local police say I can provided the 24 hrs notice is given but I think not.
If the tenant does not respond to my 24hrs notice can I assume she is happy for me to enter?
