No access for CP12

Hi - I've just asked the support team for advice on this, but I wonder if anyone here has experience/advice. To cut a long story short, the tenant has always been difficult when we need access for repairs/maintenance, but now she's not communicating at all. WE NEED TO GET A CP12! It's overdue and surely a safety thing she'd like to sort.
It's a legal requirement but despite loads of requests in different formats, she is not responding.
Any thoughts, please?
