One Tenant Left, name still on contract, S21

Hi my tenant never informed me officially that his partner had left the property and consequently her name has remained on the AST contract. However, I now want to issue an S21 to sell the property, should the S21 be issued in both names as per the contract and does it being in both names cause me any issues? Thanks.
