do i have to remove VAT from dilapitations

At the end of the tenancy, if the property has not been returned in the same clean condition as it was at the beginning of the tenancy, or if the tenant has not done any gardening (even though it states its their responsibilty in the TA) and we have to pay a professional cleaner/gardener who charges VAT in their invoices, do we have to remove the VAT charges before deducting these amounts from the deposit?
