I have a victoria conversion of a house split into two flats. In the upper flat the old storage heaters have been replaced gas boiler and radiators. This was installed with a First Time Heating Grant. It was possible because my tenant has a PIP. The tenant in the downstairs flat also has old storage heaters. He contacted me and asked if I would install a woodburner as energy costs have risen. Some mould appears through the winter months. I have supplied a low cost humidifier last year to prevent mould and it retards the build up. I explained that the blocked up chimney was unlikely to be in a fit enough state for one to be fitted. He asked why there was C.H.upstairs. I explained it was FTCH and it was because it was funded with a grant requiring the occupant to be having a PIP. He said that he too had a PIP. I applied on his behalf for a grant but was told rules have changed and the applicant must be the tenant now. I contacted the company that had done the previous install and asked them to liase with my tenant. My tenant initially refused to give his phone number as he is very careful who he gives his number to and has since destroyed the relationship with the FTCH provider by not being available to take calls and not responding to requests to call back. Because on one occasion the provider called him a day earlier than had been agreed he says he doesn't want any further dealings with them. What can I do to get him to communicate with the provider? After all it is to his benefit to have C.H. installed.
