visited my vulnerable tnt today to help him get his head around a council request to allow a next-door terraced property to become a HMO for up to 6 persons.
For 3 years this property has undergoing fitful, stop/start repair roughly every 3 weeks from different 'gangs' of workmen. Some no probs, others have been rude & demanding. It's been the bane of both [the tnt & I] our lives because of overflowing bins, decrepitude, late-night noise, late-night renovations, late- night rowdyism. For past 3 years there have been piles of rubble etc at the front & rear, overflowing wheely bins, 4ft high weeds growing out of the front patio, tons of litter, broken blinds, very dirty frontage...easily 'a tip', in other words. And NOW apparently this rat hole is ready for renters!
The renovations are not professional looking from what I've seen & i suspect this property will not be a jewel in the council's HMO crown by any means.
The owner is a young student in his last year at the nearby Uni. He's shown scant knowledge of how to manage a rabble of workmen, ensure the entire site is tidied; so not to be a blot on the landscape, or how not to upset next the next- door, or other neighbours.
I'm worried [ as is my tnt] of this persons 'fitness' to manage a 3 bedroomed, 6 occupant, inner-city HMO.
I'm a SL LL myself so know of the shortfall in experienced officers to prevent a poor model of a HMO.
My first objection is the aim to turn a modest 3 bedder into a 6 occupant C4 HMO.
Asking for reliable tips colleagues on presenting objections that won't come back to haunt my shy, retiring tnt in the future. The letter warns all objections will be made public. I have 4 days to either lodge an objection [ on behalf of my tnt to whom the letter is addressed], or just agree to the C4 change of use.
Despite me being a licenced LLd of the next- door property, I've not been consulted.
