Can a tenant barr a landlord from entry to the property and for what reasons?

The tenant ticks all the boxes of being a nightmare tenant, very manipulative, not paying the rent despite receiving housing benefit, causing intentional damage to the property etc.

She claims she has mental health issues and we do not indulge in any communication with her other than asking for Rent or works that need to be carried out almost every week as the property is extremely neglected.

She hates the fact that she damaged a few things and landlord asked her the reasons of how the damage happened. He is not given access because then he will see and take pics of the damages caused. She has now created a whole story around "I feel threatened" and "you are picking on me" .

Can a tenant Barr a landlord from attending the works? Under what conditions? and what can the landlord do if this is hindering carrying our repair works , serious ones like she broke the window glass , broke the staircase handles , ripped the stairs carpet , cut and removed the timber from the bathroom floor exposing a massive hole in the floor , took off bathroom tiles etc.

Due to her behaviour, landlord is already incurring massive losses to the property, she is forcing him to hire expensive services of contractors for things that the landlord can get done himself.

Please advise us where we stand legally,
