Interesting review of Mandatory HMOs and Additional HMOs. It was interesting to read that only 16% of Additional HMOs were licenced vs. Mandatory HMOs (nearly 80%) within 5 years of scheme. However councils raked in nearly £1.2 million in penalties issued which is huge income generation so no wonder some London councils are driving borough-wide schemes for all licensing types irrelevant of the fact that this drives increase in homelessness which is a summary conclusion from the report! Maybe the NRLA can use some of these findings to rebut renewal/ expansion of local licensing schemes being without robust outcome measures on some of the downsides. We all know the bad LLs never join the schemes anyway.
