Keys to gas safe engineer

Am I able to give key codes to our trusted gas safe engineer, so he can gain access without me, the landlord,being there?

I have 2 tenants objecting and demanding the key codes are changed after he leaves. I have known him many years and trust him implicitly. I gave the  tenants over 72 hours notice but they both say they can't be there, likewise it's difficult for me to be there.

It's the annual gas safe check he is doing.
