Does this family need an HMO ?

Hi all

We have had an inquiry for a married couple to rent our 4 bed house. It is not an HMO.Both will be working  and contribute to the rent. Their joint income will easily cover the affordability criteria. 
The man would like to have his brother and sister come and join them and live in the house and also further contribute to the rent. 
Do you think this will create an HMO situation? Or be classed as a family ?
