Mislead by letting agent.

L have an older property which had a problem with damp.  I engaged a damp specialist and followed his recommendations to a T - PPV system, specialist plastering etc.  I decided to use a letting agent when the work was completed and new tenants moved in 18 months ago. There were no  problems over the first winter but last November the tenants started complaining about damp.  I was suspicious that they had turned off the PPV system especially as I knew they had accessed the attic a month or so previously to check the insulation. 

The letting agent got one of their contractors to check that the PPV system was working and I was assured, on more than one occasion, that it was.  I was therefore very worried about what was causing the damp, having already spent around £5,000 getting it all sorted. 

A few days ago I received the invoice from the contractor which clearly states the PPV had been disconnected from the supply and the ducting removed.   I paid tthe contractor £60 but think tjis should have been paid by the tenant as they must have disconnected it.  I have already agreed to redecorated the bathroom with special paint but, again, the non- functioning of the PPV would likely have contributed to bathroom mould.  

Just wondering if anyone has any thoughts as to where I go from here?   I have n't contacted the letting agent yet and I am wondering if this is enough to allow me to terminate my contract with them without penalty, and if this what I should do?  I would prefer to use an agent as they have access to contractors etc. but have  had problems in the past with three other letting agents ( not involving this property).   Are they all the same??
