I have decided that I will use this path to uncover the recalcitrant tenant's employer in order to establish an attachment of earnings.

I notice I have to serve in person the N39 that should result from that appllication. To be clear: does that mean I need to physically put the N39 in the hands of the ex tenant? Or can I hope he comes to the door (tracing service confirms his current address) and throw it at him or catch him going to work and press it into his hands? I just wonder what the actual mechanism is to satisfy the definition of service.
