I want to issue an addendum to a contract for my HMO tenants that includes a fair usage policy for energy consumption. The cost of energy has tripled in the past year.

 

Some of the tenants have expired ASTs and are therefore on contractual periodic tenancies. 

 

Can an addendum still be iddued or does a new ast contract need to be arranged?
