If a non-resident landlord registers with HMRC, does the tenant still have to register with HMRC? I read somewhere online saying the tenant or agent has to join scheme before the landlord can join. Not sure this is true as it doesn't mention anything about this on the landlord registration form. In fact, the form allows the landord to register even before a tenancy starts.

I would expect either tenant or landlord needs to register but can't find the official confirmation on HMRC website.

I am trying to get to the bottom of this and do whatever is necessary so that it will be easier for the tenant.
