UC housing benefit not in line with local allowances

HI:

UC website states that houseing benefit is paid in line with local allowance to reflect different regions rents. Makes sense. My local authority pays £425 for over 35yo standard claim but UC are only paying £395. Impossible to talk to anyone at UC. Does anyone understand why this may be? Thanks
