Manchester Courts wait time

Has anyone had experience of the manchester housing courts. I hand delivered 3 sets of the relevant documents into court nearly a month ago. The staff there tell me they are swamped with cliams and have no idea when they can even look at the paperwork let alone begin the process and take payment from  me. In the meantime the tenant is coming up to 5 months in arears and cintinues to live in the property and not communicate. Is there anything I can do apart from wait .  Thanks for any advice and I hope this makes others aware of this.
