Damaged rug: we require it to be replaced by the tenants. Are we doing it right?

We have a rug that was in good condition when the tenant moved-in and when the inventory check-out report came, it was now in poor condition.

The rug has bleach and stained patches throughout and the tenant is claiming it was 'tired' when they moved-in where in fact, they have sign the move-in report that says the rug was in good condition.

Are we doing it right by asking the tenants to replace the rug themselves?
