Gas Boiler service: a legal requirement?

I recently saw the phrase "it is the landlords legal responsibilty to have a gas boiler serviced annualy". I asked the NRLA enquiry team: is it a legal requirement for the landlord to have a gas boiler serviced annually". The reply was "Ususally the annual gas safetey check will suffice" 

This reply did not answer my question; "Is it a legal requirement.........." pehaps my question was unclear. Can anyone clarify if a gas boiler service (which is not the same as a gas safetey check) a legal requirement? Thank you.
