electrical safety certificate recommendations

Hi

I am new to tenancy (inherited property) and just received first electrical safety certificate. 

It has come back 'satisfacotory' but has several C3 recommendations. I also note that they were unable to access one point because of clutter in a bedroom. 

Should I go ahead and have them complete the work on recommendations and ask the tenants to ensure access to the one room that was not tested? or can I just take the 'satisfactory' for now?
