Gas safety overdue because tenant allowed supply to lapse and fails to rearrange gas supply

Hello everyone. I would greatly appreciate your kind input into these problems please, before instructing my management agent what they should do next.

1. At the time of first letting of this 3-bedroom property to the present tenant, there was a gas supply to the property and also a new gas safety certificate.

2. The tenant has for whatever reason allowed a situation to develop where the supplier, British Gas, is no longer supplying gas to the property.

3. The letting agent urged the tenant to contact British gas and arrange a supply over 2 months ago.

4. However the tenant has still failed to arrange a supply of gas to the property

5. The gas safety inspection was due at the end of last month but the gas safety engineer said he couldn't do the gas safety because there is no gas to the property.

6. I am therefore in breach of my legal requirements to get a gas safety inspection carried out.  Could you please advise how I should proceed with this please? e.g. should I get the gas safety done anyway - even though there is no gas to the property? Can I require her to get a gas supply arranged without further delay as a condition of her tenancy?

7. There is also some EICR work to be carried out at her property next week.

No category 1s, all are code 2 and code 3 defects plus a FI - Further Investigation required. She was informed of this in writing last week. Her response has been that she is going on holiday next week and she doesn't want anyone in the property while she is away. The 3 other flats in the block are all cooperating fully. Are Code 2 defects and FI suitable grounds to provide her with at least 24 hours notice for access into her property for the electrical firm to carry out the necessary works while she is away please? If so, how should this be done - so as not to fall foul of the law please?
