Determining who is responsible for a boundary?

A fence is collapsing between our property and an adjacent terrace. The agency who manages the adjacent have messaged us and said we have to repair and pay. I have no evidence whether that boundary is our responsibility, the neighbours', or joint. The picture on the deed doesn't seem to distinguish. 

How do you find out whether you are responsible for a given boundary or not? Or are boundaries shared and must repairs be agreed by both parties?
