If you need to check the ID of a prospective guarantor/tenant who lives in another city, presumably it's not enough to have an image of their passport sent by email or online?  Is there a way of verifying their identity without their having to send you their physical passport/driving licence?  Can a photocopy, for example, be certified at the post office?  Would that be adquate?
