Is Frosted/Obscure window in living room deemed an issue?

I have bedsit at the rear of the house, but it is opposite to another studio flat kitchen window, so the living room and bedroom windows made with frosted/obscure glass, however the HMO regulations officer comment: 

g) Outlook – lack of reasonable view through living room windows.

f) Window view – inappropriate shape and/or size of window preventing view of outside.

do I really need to change the windows to clear glass?
