Hi all, I've just offered for a 2 bed property which has potential to be converted (internal wall work only, no external building needed) into a 4 bed small HMO dwelling in a student area. This does not require HMO licensing currently as only 5 and above bed HMO's require licensing. There is a proposal however for Article 4 direction to cover this area come Jan 2024, this has now be confirmed. This means that after this date you would need planning to convert from C3 dwelling house to C4 HMO. Given that currently it is officially still not in A4D, am I permitted to renovate and then let it to 4 students as a small HMO as long as I achieve that before Jan 2024? What will happen after Jan 2024? Will I need to apply for planning for change of use from C3 to C4 and show that I have already had the 4 students in before this date? 

Hope my query is not too confusing.
