Claiming return of deposit for ex-tenant

I have taken over management of my HMO from a letting agent. They informed me that two of the tenants left years ago and have outstanding deposits that they can't return. I see that I can put in a claim for the full amount and if there is no response within 14 days then my claim would be accepted. However the DPS requires that I complete a Statutory Declaration and get it witnessed by a solicitor. The cost of doing this looks like it would cost most of the rent. Has anyone done this before and found a cheap way to get it witnessed? I'm in central London if there is a physical option - online would be great too.
