Dealing with Nicotine Damage

Hello everyone, I'm unsure of the best way to address the nicotine residue left behind on the ceiling and walls of my property, by the tenants who have just exited my property. Everyone room in the Victorian property needs to be repainted and it is my understanding that the surfaces will need to be thoroughly cleaned with an appropriate product/ solution first to prevent the nicotine bleeding through. This is more straight forward (albeit a pain) for the painted ceiling and painted wall area above the picture rail, however the wall below the picture rail is painted lining paper and I'm not confident that attempting to wash this wall would (1) work and (2) prevent the cigarette smell/ stain bleeding through the repainted wall in the future. Does anyone have experience of dealing with this sort of problem.  Were you able to wash the painted wall paper effectively, without causing damage and did you end up stripping the wall paper away totally and re- papering.
