External mail boxes - Health and safety issue?

Hi All,  The manging agents for a block of six flats, one of which I own as a BTL, were asked by teh lease holders to move the external wall mounted mail boxes from the rear of the property to the front.  At the rear of the property they were frequently vandalised by local youths.

The agents third party contractor now says he can't move them to the front of the building for health and safety reasons.  I have requested a proper explanation, but thought I would seek a second opinion here, in case there are any H&S experts around?
