How to find tradesmen for exterior decoration and other external maintenance?

I have been trying for over eighteen months to find any tradesmen to paint the exterior of a house and replace some fascia boards on a garage. At best there has been some brief interest and then nothing. I have similar problems with two other houses also. I want to keep my houses smart, not rent out something run-down.

 

Has anyone got any advice for getting the work done?
