Section 21 - selling property/tenant agreeing to leave upon exchange of contracts

We have decided to sell a property which has had a tenant living in it for 16 years.  The tenant has asked if she can stay at the property until we sell/exchange contracts on a sale, which we are happy with.

Do we still need to issue her with a Section 21 notice?  Or do we do this once we have a completion date?  She will not be contesting the eviction.
