EICR vs Electrical Modification Certificate

I have been advised from the council that a current Electrical Certificate indicating a Modification (change in distribution board) completed in 2021 does not constitute as a valid electrical certificate for rental purposes.  The certificate states it is valid for 5 years and all circuits have been tested and passed.  Has anyone come accross this?  They are requesting for an EICR to be completed as well as the test completed in 2021.  Is this correct?  Appreciate help on this.
