Possession - Section 8 and Section 21

Hi,

Just filling in the N5B form for possession and wanted to know if anyone with experience knows if answering yes to Q3 for the defendent to pay costs will delay proceedings and how successful you have been with costs being awarded? Also is Q21 basically the same question regarding the defendent pays costs?
