can I issue a section 21 notice without a valid EPC at the start of tenancy?

Advice on Section 21

If we didn’t have a valid EPC when tenancy started - can I still serve section 21? 

Tenancy (AST) started in 2020 I gave them
Gas safety cert, how to rent, protected deposit. But no EPC. 

I just did the EPC 3 weeks ago. 

I intend to serve a section 21 this week. 

Any advice would be appreciated.
