Possession - Section 8 and Section 21

I have a one bedroom flat, which require a selective license.  I intend to turn it into a residential property for my daughter to live there.  The council has advised that I should serve a section 21 notice to my existing tenant & then the property will be removed from the list.  I am therefore concerned that my tenant will request rent repayment since she currently lives in an unlicensed flat.  Is it a good idea to apply for TEN first & then serve section 21?  Or should I trust the council’s advice?
