Repairs - Tenant cancelled/missed plumber twice. How can I get access

My tenant has a leaky toilet and it won't flush, (there are other toilets in the property). I have twice arranged a plumber with the tenant agreeing the time and date. The first appointment they were not even at the property (the plumber telephoned them after ringing the door bell and they said they were not there). The second appointment (again agreed with the tenant) was cancelled on the day of the aoppointment less than 1 hour before the appointment time. I have just emailed the tenant and asked for their availability for next week. I intend to give them one more chance, but then what can I do? Can I insist on access? Thank you.
