Received Order for Possession today S21 no hearing

Possession - Section 8 and Section 21

For those interested, we applied for it on 13th Oct, and it was granted 6th Nov. We received it today - 9/11. T is to vacate the property on or before 20/11. Do I understand it right that on 21/11 we can instruct the bailiffs? Or do we need to add a 5 working days for postal delivery (posted 2nd class)?

The Order says: "Within 14 days of its being served, either party may apply for it to be set aside or varied". I know that T can appeal on the grounds of judge having made a judicial error. Do I understand it right that they also can stall it by making false complaints to city council about leaking roof, mold, anything else? 

What is your last year or two experience in how long CC bailiffs take, if any?
