Fire safety assessment - communal area - out of date

Hello,
I am looking to buy a leasehold flat to rent out. I have found out the last Fire Safety Assessment for the communal area was done in 2019 by the management company that looks after the block.
Several recommendation were raised in 2019, need new fire doors to all flats, EICR last carried out in 2009, review to be done in 2021, these have not been done yet.
Who can I report management company to?
Because I can not get not an up to date fire safety assessment report from the management company, does this stop me renting out the flat?
