has anyone got a external shared mains water supply on a detached property (not flats or hmo) who has managed to get it replaced at no cost?

my rental shares a cold water supply from a neighbour ( crosses their garden!! ) .  my rental is on a main road and the next door neighour is at the start of a cul de sac adjoining the main road (dont know why the water supply is shared expect that maybe the builder in around 1955 was trying to cut costs - also dont know which property was built 1st - just seams strange - dont think my rental was part of the cul de sac developmet or vice versa

the water authority will charge around £2k JUST for a connection and then i have the costs for LONG driveway pipe etc

any help appreciated to try and get the water authority to pay!!!
