My tenant of many years and has applied for social housing to allow me to sell.  Council has asked for How to rent guide proof that it was given, and coppies of EPC, (which I have) and gas and elecrtical certs, gas is fine.  Should he have How to rent guide if she moved in  many years before changes.  Thanks
