Tenant dies intestate - no estate and in debt.

My elderly tenant has now died in hospital over the weekend.  He has no Will or any contactable relatives, he fell out with them decades ago. The last tenancy agreement signed had another person he used to live with. The other tenant moved out and left in 2005! 
 

how do I go about getting the possession of the property back? This additional tenant who has abandoned the property has thrown an even bigger spanner into the works !
