Deposit transfer - tenants in situ

Hello. My first post on the forum, some help with this would be much appreciated. 

I have recently purchased an HMO with tenants in situ. The previous managing agents hold the deposits but they are refusing to transfer these across to me unless they have written permission from each tenant to unprotect their deposit. I have never heard of this as a requirement to be able to transfer the deposits. 

My understanding was that deposits are transferred to me and then I have 30 days to protect them and inform the tenants of this protection.
