Our current HMO license is for 8 households and 10 persons.

One of our upstairs bedrooms is huge at 24.12 meter square, also the open plan downstairs lounge, dining, conservatory area is also massive at 46.82 meter square and rarely gets used to be honest.

We want to look at splitting the upstairs bedroom and also perhaps put another bedroom downstairs?  All works will be internal with no structural changes apart from the addition of installing the correct insulated dividing wall and fire doors etc etc. 

Would we need to go through council planning for doing this work if there are no extentions or large structural changes? 

I have looked at all necessary requirements for the room sizes, windows, heating and kitchen/bathroom facilities in the house and I believe that the house meets all of these requirements with these changes.  Please note the house currently has 3 full bathrooms, 1 ensuite and 1 toilet so 5 bath/toilet washing facilities at present in house.  The kitchen/utility also has 4 ovens, 8 gas burners, 2 sinks.

Please note we would only be looking to add the extra room to take to 10 households and 10 persons, we are not looking to exceed the number of people in the current license, just change to add the further 2 bedrooms but not have any couples in a bedroom, single occupancy only.

What are the appropriate steps, approvals I need and from who to do this work, thank you very much all.
