Uninhabitable BTL - who decides?

I've recently been informed by my letting agent (who I have full management services with) that my tenants have told them that the property is uninhabitable and therefore they will not be paying the rental and have asked to be moved to temporary accomodation.

There is damage to the kitchen ceiling following a leak (overflowing bath).

My question is, who deems if the property is inhabitable or not?
