Written report of EICR failure

I just had an electrician install a new consumer unit, and conduct an EICR.

Despite having a valid EICR (by a different electrian) from only two years ago, he failed me and has quoted £1,500 to put it all right. Before I accept his quote, I want to be sure he's not just generating money for himself. I plan to go back to the person who issued the EICR and ask why they missed whatever it is they missed.

Two things before I do that:

1. Is he supposed to give me a written report of the failed certification? I paid over 200 quid for the non-issued certificate, and have nothing to show for it.

2. Is he suppoed to provide some kind of installaton certificate for the new consumer unit?
