I have a tenant in a HMO. He has been there a year and now 3 other tenants have complained about him. He seems to have a particular disliking of one tenant, picks arguments with him in the kitchen etc. one tenant is leaving mainly because of him. It has reached a point where I want him to leave. I don't want him to continue to annoy good tenants who are leaving because of him, I also feel it is unfair to bring a new tenant into an atmosphere like this in the house. I have tried talking to him and warned him about breaching his tenancy, to no avail. 
 

would it now be appropriate to issue section 21? I have never had to do this before in the last 5 years,help! All my paperwork is in order, he was provided with everything by the book, gas safety, how to rent guide etc. ...
