Shall I wait to buy a freehold till after the leasehold reform bill has come into affect?

I own a buy to let flat in a block of 5. We jointly have informed the freeholder that we'd like to purchase it and have had a survey and report done . We have made two offers and we were possibly going to made a third but final offer.

We are not in a desperate position to buy, but wanted control. Our ground rent is not excessive

Shall we wait till the new reform bill has passed?. It all sounds good but vague on details. Am I a cynic to think it won't really help much?

Would love your opinions.
