Hi, I have a flat in a block of 9 and we need to replace the roof. It's freehold between the owners and we have a management company. 

The meetings for the roof and payments have been going on for about 3 years now, with no reserve despite always talking about it. The management company has had surveyors etc up on the roof and it definitely needs replacing. The roof has leaked for some time now but the other owners have now got 'political' and refusing to pay for the roof or making it extremely difficult for various reasons. 

Any advice, please?
