Planning permission for a replacement building

I have a bunker from the WW2 in the garden. I would like to demolish the bunker and use the space to build a small residential unit (consisting of a room with a kitchenette and bathroom). This would normally require a planning permission, but I heard that no planning permission is required if a new structure *replaces* the existing one. As far as I know, nobody ever applied for a planning permission for the bunker. Do you think I could claim that the residential unit would replace the bunker, and hence no planning permission would be required?
